Insert Block

Home tab > Block panel > Insert

Name: Select the block within the drawing from the list
Browse: Select the block outside the drawing

Insert point
Specify the X, Y coordinates
Specify On-screen: Pick a point in the drawing

Scale
X and Y scale factor can be different, if Uniform Scale is not check

Rotation
Either Specify On-screen or input the angle

Block Unit
Unit: Depend on how the block created, Metric, Inches or Unitless

Factor: Depend on the units when block created
If block created in inches, insert in metric drawing, scale factor are 25.4
If block created in metric, insert in metric drawing, scale factor is 1.0
If block created in unitless, insert in metric or imperial drawing, scale factor also 1.0

Explode: Converted block to individual components for modification

Insert Blocks from DesignCenter

View tab > Palettes panel > DesignCenter

If you don't see the DesignCenter folder

Folder Sample > en-us > DesignCenter
Expand any drawing, select Blocks, all related blocks display in the right pane
You can drag & drop into the current drawing
If you double-click on the block

Insert dialog box pop-up with the selected block
You can specify the insert point, scale, rotation angle

Insert Dynamic Block from Tool Palettes

View tab > Palettes panel > Tool Palettes

Some palettes with dynamic block, like Structural, Civil, Electrical, Mechanical, Annotation
Choose either one of them
Dynamic blocks mark with a lighting icon
You can insert them by drag & drop or click and pick a point in the drawing
